The Agency was founded in 1965. Prior to that date there was nowhere that people could go to solve a severe debt problem without resorting to Bankruptcy. The Agency was organized to fulfill that need by offering counseling to individuals on budgeting and credit problems and by establishing educational preventative programs.
In 1964, a group of business and community leaders met and organized the Agency. On December 8, 1965, the Agency opened its doors in office space donated by Marine Midland Bank at the Rand Building in downtown Buffalo, New York. The Agency is headquartered in West Seneca, NY and operates branch offices throughout the Buffalo, NY downtown area.
The Agency is chartered as a not for profit corporation and has a volunteer Board of Directors drawn from a variety of segments of the community. It has obtained tax exempt status from the Internal Revenue Service; is licensed by the New York State Banking Department; and most importantly is a member Agency of the United Way of Buffalo and Erie County.
Since 1965, thousands of Western New York families have benefited from personal counseling concerning their financial problems or from our educational activities. The Agency takes pride in its accomplishments and especially in its opportunity to effect the lives of the people of Western New York.
In 2005, the Agency applied for approval to the Executive Office of the US Trustee to perform bankruptcy pre-filing counseling and bankruptcy discharge education.

Our vision is aimed at one thing – helping individuals and households in our WNY community to manage the increasingly complex financial side of life. Our VISION is ambitious and we willingly accept this challenge, knowing that it can and must be achieved if we are to meet the community’s needs. Success is built around:

We will continue to build a talented, well-trained, highly motivated, flexible Team, which will increasingly include Volunteers. We take great pride in our work and are always looking to find ways to strengthen the Organization and be of even greater help to our Clients.
Our Services and Clients
We are committed to expanding the services we provide and to supporting an increasing number of Clients. We will expand beyond our ‘traditional’ Client base to include students of all ages looking to improve their financial self-sufficiency. Our service delivery will meet the needs of this new Client base, looking for locations beyond the ‘four walls’ of our Agency. This will mean increasing use of Information Technology, taking services to the Clients, particularly education in financial literacy, and having more locations where our Counseling and Advisory Services can be accessed. We serve the eight counties of WNY. A key strategy for the Agency is to provide more ‘prevention’ in the form of education and training and reduce the number of Clients requiring the ‘cure’ of Debt Counseling.

We are committed to staying financially viable. We will develop strategies to increase both ‘income’ and the sources from which it is derived.
